Trinka is a graduate of Michigan State, she holds a BS Degree in Police Administration and Public Safety/Journalism and graduated with honors.

 

Los Angeles Police Department—Narcotics Division

Retired February 1999. Detective II, last assigned to Narcotics

Division, loaned to the drug Recognition Expert Unit. Involved in initiating, analyzing and supporting legislation relevant to officers as well as patrol officers, other law enforcement agencies and the public. Also handled local, national and international news media inquiries and appearances related to certain narcotics.

Successfully initiated legislation in California to control Flunitrazepam (Rohypnol, AKA roofies) and gamma hydroxy butyrate (GHB) and have assisted other states in doing the same. Legislation introduced, (AB 1731) in California in 1998 to make mere possession of Ketamine a felony (wobbler) was initiated by the Attorney General’s office, at my suggestion. A modified version was passed. Initiated through L.A.P.D. legislation (AB 2201) to give the California Attorney General emergency drug scheduling power to be able to confront law enforcement problems with new drugs in a more timely manner (did not pass due to Constitutional issues regarding delegation of authority). Has testified in court on both GHB and Rohypnol as an expert (as well as other drugs) and has provided training to hundreds of officers in various agencies, district attorneys, sexual assault investigators and counselors, other related professions and the public regarding the "trendy" drugs, their abuse and use as rape drugs, plus packaging and manufacturing. She has facilitated networking between the various experts working on research, legislation, enforcement and prosecution regarding these drugs. Trinka has been trained by various GHB and flunitrazepam experts from around the country.

Also while in Narcotics Division functioned as a squad supervisor in the Field Enforcement Section in South and Central Bureaus. Assisted in developing the very popular Narcotics Enforcement Team (NET) Project in Rampart Division (Los Angeles) utilizing phase III probationary officers to provide intense, high visibility enforcement in targeted neighborhoods. Assisted in organizing and facilitating a large local/state/federal taskforce in Rampart during 1996.

Prior L.A.P.D. Assignments

Trinka was in the first group of field certified females in the L.A.P.D. Academy in 1973. The first field certified female training officer . She worked Rampart Division Sex Crimes Unit. Spent Tree years in Juvenile Division Abused Child Unit and received honors for cases handled, including high profile cases. Assigned five years in the Scientific Investigation Division as Captain’s Adjutant, project writer and also assisted in securing additional funding to along-neglected division.
